Our Dear Visitor,
Welcome once again to our site. Last month we looked at Labour-Intensive Public Works (LIPW) and explained that the objective was to increase access to employment and income-earning opportunities for the rural poor (emphasis mine) during the agricultural off season and also to restore the productive capacities of existing community assets such as rural access and feeder roads, small earth dams and dugouts and degraded community lands.
LIPW is therefore targeting the rural poor. The question then is why is the focus on the poor and how do we identify the poor.
I shall attempt to offer some basis for the design of the LIPW as implemented in Ghana in this letter to you, our dear visitor.
